"अहं" ची परिणीती -

अण्णा आणि केजरीवाल एकाच ध्येयाने प्रेरित आहेत पण दोघांचे मार्ग वेगवेगळे! अण्णांचा नुसताच उपोषणाचा गांधीमार्ग तर केजारीवालांचा प्रत्यक्ष कृतीत उतरवण्याचा प्रयत्न !!अशा स्थितीत दोघांपैकी जास्त चांगला दिसणारा मार्ग म्हणजे केजारीवालांचा . कारण त्यात सांगी-वांगीच्या गप्पानऐवजी प्रत्यक्ष सुधारणेच्या आशेचा किरण दिसतो . अण्णाची गाडी केवळ उपोषणापर्यंतच ! 

जनमताचा अल्पावधीत इतका पाठींबा मिळणार नाही आणि आपल्याशिवाय यांना दुसरी गती नाही या भ्रमात राहून अण्णांनी गाडी चुकवली .. त्यामुळे आता केजारीवालांना मिळालेला लोकमत पाहून चरफडत बसण्याशिवाय दुसरा पर्याय त्यांच्यापुढे नाही. आणि म्हणूनच हा जो EGO दिसतोय अण्णांचा, त्यात जानालोक्पालाच्या भाविश्याऐवजी आपल्या TRP ची झालेली गोची, हिच खरी ग्यानबाची मेख आहे. अशा वेळी AAP ची भलामण करणं पण आत्मसन्मानाच्या विरुध्द!! असो ... 

वास्तविक भ्रष्टाचार विरोधी रथ जर केजरीवाल संसदीय मार्गाने ओढू पाहत असतील तर अण्णांनी त्यांना पाठींबाच द्यायला हवा.. 

आता जे काही उपोषण चाललाय त्यातून चांगलं अस काही मिळणार नाही . झालंच तर 'परिवर्तनाची' हवा तयार होईल आणि जी निर्माण करण्यात प्रसारमाध्यमांचा  सर्वात जास्त हातभार लागेल . हे सांगायलाच नको कि यामुळे मुख्य मुद्द्यावरून जनतेच लक्ष दुसरीकडे जाईल.हे असे PSUDO - ISSUES  करून विशेष काही फरक पडायला नको आणि तसं होणारही नाही .. 

अण्णांची जनलोकपालची  कल्पना कागदावर कितीही छान , सुंदर आणि परिवर्तानात्मक दिसत असली तरी तिची प्रत्यक्षात अंमलबजावणी किती तटस्थपणे होईल याविषयी शंकाच आहे .  
     
 दुसरीकडे याचा वापर कोन्ग्रेस स्वतासाठी नक्की करून घेईल.. अण्णा इथे उपोषण करून , स्वताच्या जीवाची हेळसांड करून जनलोकपाल करिता लढा देतील आणि हा मुद्दा असाच वाढवत नेउन कोन्ग्रेस नेहमीप्रमाणे जनतेची दिशाभूल करेल . एवढ्या लढ्यातून अण्णांना यश मिळेल याची शाश्वती नाही पण याचा वापर कॉंग्रेस स्वताच्या राजकीय फायद्याकरिता जरूर करेल. स्वतःच अपयश झाकून जनतेसमोर जनलोकपल हाच काय तो निर्वाणीचा मुद्दा अस चित्र उभं करून नेहमीप्रमाणे जनतेला मूर्ख बनवण्यात येईल असेच दिसते. कॉंग्रेस कडे दुसरा कुठला उपाय आत्ता तरी दिसत नाही 
         या चार राज्यातील निवडणूक निकालांचे अर्थ जरी वेगवेगळे असतील तरी एक गोष्ट त्यातून स्पष्ट होते ती म्हणजे " जनतेने नाकारलेलं राहुल गांधीच नेतृत्व!". किंबहुना याहून वेगळं काही होईल अशी अपेक्षा कॉंग्रेस ने करणंच चुकीच!!. चिदम्बरम, प्रणव मुखर्जी आणि तत्सम अन्य  जाणत्या नेत्यांची फौज असतानाही  जर कारभार सुपुत्राच्या हाती दिला तर हीच गत होणार .. असो !!! "जैसे ज्याचे कर्म तैसे ........" :) :D :P


आता मात्र दिल्लीच्या तख्तावर कोण बसेल याची उत्कंठा शिगेला पोचत चालली आहे . AAP च यश हे  लोकांच्या उद्वेगाच प्रतिक आहे .  जनतेला सुराज्य हवाय आणि कुठल्या भीक-योजना नकोत हे आता राजकीय पक्षांच्या लक्षात आलंच असेल. परंतु AAP  नेही गोष्ट विसरू नये कि जनतेने त्यांना निवडून दिलाय कारण त्यांना ते बदल हवेत जे AAP  ने देण्याची हमी दाखवली होती .त्यामुळेच "खाईन तर तुपाशी नाहीतर उपाशी" हे धोरण इथे चालणार नाही .. ते मोठ्या मंचांवर गांधी style उपोषणं करणं इथेच ठीक!!!  कुठेतरी काहीतरी तडजोड करावीच लागेल आणि केलीच पाहिजे ..करणं हा संख्याबळाचा खेळ आहे. बुद्धिबळाचा नाही ओ..

India on austerity drive

        India got its independence after a long freedom struggle . Many great soles contributed and gave whatever they can to free mother india . form tilak - agarkar to gandhi,savarkar to bhagat singh and sarojini naidu . everyone was unquestionably selfless ,completely devoted to the service of india. After independence indians continued to hold same prerequisites and preconditions for their leaders . for indians,till this day their dream leader should be selfless, devote themselves to india and its peoples without any personal goals but at the same time he/she must be intelligent enough to understand modern day challenges,highly educated,take on its political rivals without compromising on ideals, non-corrupt .. this list is long and continues .. but these are some of the few basic conditions an ideal leader must met.

       Every citizen in democratic state expects  their leader to be a great administrator with judicial mind. but there are some realistic limitations. and this should be understood by indians .In india one always hear a complain about young indians who choose their dream careers in a corporate sector with fat salaries and vary few right-minded indians think politics as a viable career choice . are these young indians wrong ? not really , they choose to be someone because that will give them satisfaction of doing something great in their life at the same time insures healthy high-end lifestyle. Being a minister or so in any democracy is undoubtedly a great achievement but when it comes to realizing second part : a promising lifestyle . indian democracy fails to do so . lets take a case for any minister in central govt. to be a minister one needs to be MP,first and foremost imp thing is he/she must get a ticket of a credible political party or must be much more credible and famous enough to take on all existing parties to be a member of loksabha has to win in a constituency with 2lakh + voters . most 1st time MPs dosent get privilege even to be a minister of state ! means one has to win for at least 2 times ! then he/she should be capable enough to run a ministry .and what work is expected from them ? 1.to participate in legislative business, discuss and pass laws for a vast diverse country 2.remain in contact with constituency and voters, work for them in development of constituency represent their views and make their case in every national - international front possible . 3.as a minister formulate a policy which can affect many vasted interests but is in larger good for the people of india which many indian companies are going to follow . so in a way this MP is expected to work much more than a CEO of company operating in india with approx salary of 4L+other privileges. now compare it with salary ... salary of indian president is 1.5laks ! 

    This is not just limited to education, govt of india only allows non-profit universities to operate in countries. and those private universities also have to follow more rigorous and ever changing rules. indian education market is biggest of its kind. annually the amount indian parents spend abroad to educate their child in foreign universities is more then budget allocation for education of central government .Can indian govt invite those high ranked universities to india ? answer is yes. are they interested to come ? ans for this question too is yes , and simple . india is big and growing market for them .but no one will invest unless their investment promises any gain.what india needs is not the universities which doesn't costs much it need universities and colleges,schools which can offer best education possible.poor can study in those universities with talent-based scholarships these universities offer,easy loans can also be available since good job prospects come along with good education.but indian govt and people in large tend to ignore clear economics this doesn't just stop in one sector this thread run across all sectors of the society where practical thing is ignored.Laws are made such a messy thing and impractical, policies are changed so frequently that foreign universities shows no interest in indian campus.. (one classical example is anna hazare movement where indians got attracted towards it basically due to simple life style of agitators then fine points solutions of all industrialist like N. Murthy was ignored .) and this doesn't happens in one or two sectors , this common thread runs throughout all organisations .due to all this idealism,only those people can play in the ground which are really selfless or those who can bypass laws,evade taxes better . since later is more practical thing to do all these anti-social elements dominate the play and build nexus thus barring the real talent. 

    india can not grow to all its potentials till indians stop preventing it to grow and this can only be possible if economic - literacy is also made a priority we stop granting idealism,austerity measures.

अन्न सुरक्षा कि मत सुरक्षा ?

केंद्रातील  UPA  एक सरकारने नुकतेच अन्न सुरक्षा सुरक्षा विधेयक पारित केले . वास्तविक एकदा कायदा करण्याचे काम संसदेचे . पण आपत्कालीन परीस्थित तातडीने कायदा संमत करण्याची आवशकता भासल्यास तो करण्याचे विशेष अधिकार सरकारकडे आहेत .याच घटनात्मक तरतुदीचा (गैर?)फायदा घेऊन सरकारने अन्नसुरक्षा विधेयक संमत केले . या कायद्याद्वारे देशातील जवळ जवळ ६० % जनतेला स्वस्त दारात अन्न उपलब्ध होईल . अन्न म्हणजे , गहू तांदूळ इ .भाज्या नाव्ह्येत. या आधीही स्वस्त धन्य दुकानांद्वारे गरीब जनतेला स्वस्त दारात जीवनावश्यक वस्तू उपलब्ध होत होत्या . मात्र या योजनेत प्रचंड भ्रष्टाचार होत असल्याचे वारंवार उघडकीस आले .आता याच याजानेची व्याप्ती वाढवल्याने भ्रष्टाचार आणखी वाढेल . काही राज्य उद. छत्तीसगढ आणि  तामिळनाडू खूप चांगले काम करत आहेत पण त्या योजना  बंद होतील .देशात आधीच बेरोजगारी बधत असताना अश्या योजनांवर खर्च केल्यामुळे पायाभूत सुविधांच्या विकासाला खिल बसेल .  हि योजना सोनिया गांधींची आणि ती मनमोहन सिंग,चिन्दम्बरम  यांना पतन नसेल

तरी राबवावी लागतेय हे सूर्यप्रकाशाइतका स्वच आहे . या विधेयकाच्या उपयुक्ततेचा आभ्यास करताना भारतातील सध्याची पायाभूत सोयीसुविधांची उपलब्धता (infrastructure ) देखील विचारात घेयला हवी . सध्या चालू असलेल्या सार्वजनिक विन्पण व्यवस्थेतील गैरकारभार सर्वश्रुत आहेच . सरकार शेतकऱ्यांकडून कवडीमोल दराने अन्न - धान्य विकत घेते . म्हणजे खरेदी करणारा वस्तू किती दराने घेयाची हे ठरवतो ! हा दर इतका कमी असतो कि अनेक प्रसंगी शेतकर्यांना आत्महत्या करावी लागते (अर्थात शेतकऱ्यांच्या आत्म्ह्येची करणे अनेक आहेत पण त्यातील हे इक महत्वाचे कारण ). हे कावडी मोल दराने घेतलेले अन्न योग्य प्रकारे साठवण्याची आणि विणपन करण्याची व्यवस्था अजून कित्त्येक राज्यात नित कार्यरत झालेली नाही . सरकार कडे धन्य साठवण्यासाठी पुरेशी गोदामे नाहीत . अश्या परीस्थित इतका मोठा आवाका असलेली योजना हे सरकार कश्या प्रकारे राबऊ  शकेल आणि त्यातील किती पैसा कुपोषण ग्रस्त आणि खरोखर गरज असलेल्या गरीब बांधवांपर्यंत पोहोचेल याबद्दल इक मोठेच प्रश्न चिन्ह आहे . इतकी मोठी योजना कोणतीही विशेष चर्चा (रात्री ९ वाजता होणारी माध्यमांतील नव्हे  संसदेतील ! )न होता राबवली जाते हेच या देशाचे दुर्दैव !

याहून महत्वाचा मुद्दा असा कि ग्रामीण रोजगार योजना असो कि आताची अन्नसुरक्षा योजना ! अधिकाधिक सरकारी हस्ताक्षेब आणि सरकारी यात्रानेचा व्याप यामुळे एकूणच देशातील कार्यक्षमता आणि कार्यासार्स्कृती ढासळत चालली आहे . पंतप्रधान कार्यालय दरवर्षी ग्रामीण रोजगार हमी योजनेत सामील झालेल्या नागरिकांची आकडेवारी जाहीर करते . दरवर्षी ती वाढत आहे . अन्न सुरक्षा विधेयक बाबत देखील असे होणार हे काही वेगळे सांगायला नको . पण अश्या योजनांवर आवलंबून असणार्यांची संख्या वाढते आहे यात सरकारचे यश कि अपयश ? 

   अर्थशास्त्रीय परीघारील लोकांमध्ये इक वाक्य खूप प्रसिद्ध आहे . " job of the govt is to tech people how to catch fish & not to catch fish and
give it to them for free" . भारतातील तरुण लोक्संखेला उत्तम शिक्षण आणि रोजगार उपलब्ध करून देण्याची गरज आहे . फुकट मिळणाऱ्या अन्नाची नव्हे. योग्य शिक्षण आणि रोजगार उपलब्ध झाल्यास जनता हवा ते विकत घेऊन खाऊ शकेल पण मुळातच तसा होऊ देण्यास सध्याचे राजकीय पक्ष तयार आहेत का ? ( या योजनेला भाजप सकट जवळपास सर्वच राजकीय पक्षांनी पाठ्म्बा दिला आहे ) . त्यांना सरकारवर अवलंबून नसलेली स्वतःचे निर्णय स्वतः घेऊ शकणारी आणि खर्या अर्थाने स्वतंत्र झालेली जनता हवी आहे  कि आपण फेकलेल्या भाकरीच्या तुकड्याला गोड मानून आपल्या पाड्यात दर ५ वर्षांनी मताचे वजन टाकणारी हा मुख्य प्रश्न आहे .

मुर्खांचा बाजार

एकीकडे गरिबी,कुपोषण,बेरोजगारी इत्यादी जगभरात आढळणाऱ्या सर्व समस्या भारतात आगदी मुबलक प्रमाणत असताना आता समाजाशी नाळ तुल्तेल्या आणि आपण समाजाचे काही देणे लागतो हे विसरून केवळ अतिरेक आणि हव्यासाच्या मागे लागलेल्या भारतातील राजकारण्यांनी काहीही दूरदर्श पण तर सोडाच पण साधे व्यहरिक वागणे देखील सोडून दिले आहे. मुंबई जवळच्या समुद्रात असलेला शिवाजी महाराजांचा पुतळा असो आणि  आताच तामिल्नादुच्या मुख्यमंत्री जयललिता यांनी घोषणा केलेला पुतळा तमिळ मातेचा पुतळा हे त्याचीच काही उदाहरणे . अमेरिका या देशासारखा प्रगत ,सर्वांनाच हेवा वाटेल असं आपलं राज्य झालं पाहिजे अशी इछा भारतातील प्रयातेक राज्यकर्त्याची असणा आगदी स्वाभाविक आहे.नव्ह्ये भारतमातेवर प्रेम आसर्या प्रत्येक भारतीयाची तशीच इछा असेल . पण याचा निदान भारतातील राजकर्त्यांनी काहीसा चुकीचा अर्थ लावलेला दिसतो. सर्वांनाच अमेरिका म्हटल्यावर स्व्तान्त्रादेव्तेचा पुतळा आठवतो आणि त्या देशाबद्दल आदर वाटतो तो काही तो पुतळा मोठा असल्यामुळे नव्ह्ये तर त्या देशाच्या इतिहासामुळे त्या देशांनी केलेल्या विस्मयकारक प्रगतीमुळे ,त्या देशांनी जपलेल्या स्वतंत्र , लोकशाही, लोकांचे आणि कायद्याचे राज्य अश्या उत्तुंग गुणांमुळे. असो. या सर्व गोष्टींचे काहीही देणं घेणं नसलेल्या आणि केवळ जाती, भाषा ,धर्म आणि vote बँकेचे राजकारण करणाऱ्या आणि त्याद्वारेच सत्ता मिळवण्याच्या किवा सत्तेत कायम टिकून राहण्याचा विचार्कारणाऱ्या हे काय समजणार.
